The South Carolina Board of Paroles and Pardons is composed of seven members, one from each of the state's congressional districts. All are appointed by the Governor, subject to approval by the Senate. They serve six-year staggered terms and can be reappointed. If vacancies occur, the Governor selects a replacement before the term expires. The positions of chairman, vice-chairman, and secretary are elected by a majority vote of the Board.

The Board is vested with the following statutory powers:

  • Granting or denying paroles and pardons
  • Revoking, modifying, or rehearing paroles
  • Making recommendations on petitions for reprieves and commutations referred by the Governor

Mollie DuPriest Taylor of West Columbia was appointed and confirmed to the SC Board of Paroles and Pardons in 2019.  Mrs. Taylor is a graduate of Brookland Cayce High School, a cum laude graduate of the University of South Carolina with a Bachelor of Science degree in Education, and a graduate of the University of South Carolina School of Law with a Juris Doctor degree.  She formerly taught in Lexington School District Two and is currently a practicing attorney, along with her husband, Henry Taylor, and they have an office in West Columbia.  She formerly served on the SC Juvenile Parole Board and was the Director of that agency for several years.  Mrs. Taylor is a charter member of the Lutheran Church of the Transfiguration.  She enjoys playing tennis and traveling.

Frank D. Wideman of Greenwood, SC was appointed and confirmed to the SC Board of Paroles and Pardons in 2021.  He represents the Third Congressional District.

Reno Russell Boyd of Greenville, SC was appointed and confirmed to the SC Board of Paroles and Pardons in 2021 representing the Fourth Congressional District.  Mr. Boyd is graduate of Hopkins High School and Morris College, Sumter SC, where he received a Bachelor of Science in Mathematics and Minor in Education.  He is a former military veteran, high school math teacher and retired manager with Michelin North America. He served 11 years on the SC Juvenile Parole Board once as its Chairman and Vice Chairman. Currently he is active as a member of the Mauldin Civitan Club, Morris College National Alumni Association, Omega Psi Phi Fraternity and Reedy River Missionary Baptist Church. He is married with a blended family of 5 children and 10 grandchildren.

Henry S. Eldridge of York County, was appointed and confirmed to the SC Board of Paroles and Pardons in 2013, representing the Fifth Congressional District. He is retired from Bayer Corporation Pharmaceutical Division.  Mr. Eldridge is a graduate of A. C. Flora High School, Columbia, and Charleston Southern University, where he received a Bachelor of Science degree in chemistry.  He is a decorated US Army veteran, having served in Vietnam from 1968 to 1970, and earned a Silver Star, Bronze Star, and Combat Medical Badge.  His community service includes United Way York County Board of Directors, York County Red Cross Board of Directors, and the SC Youth Shooting Foundations Advisory Board.  He currently serves as a National Sporting Clays Association Level II Instructor. He and his wife of 54 years have two daughters and four grandchildren.
